According to the Electricity Market Regulation Law, the “Transmission System” means the system consisting wholly or mainly of high-voltage electric lines, substations, and their equipment, used for the transmission of electricity from a generating station to a substation, to another generating station, or between substations, and includes any associated equipment, devices, and meters. In Cyprus, the Transmission System refers to equipment with a voltage of ≥ 66 kV. The Transmission System is operated and managed by the TSO (Transmission System Operator), and its ownership belongs to the Electricity Authority of Cyprus, specifically under the Core Regulated Transmission Activity, also known as the Transmission System Owner.

According to the Electricity Market Regulation Law of 2003 (122(I)/2003), the Transmission System Owner has the following responsibilities:
(a) Performs maintenance and construction works in accordance with the development plan and the terms of the Transmission Control Protocol, as well as planning and development tasks assigned to the Transmission System Owner by the Transmission Control Protocol.
(b) Carries out any other works required under the development plan and complies with any other obligations related thereto in accordance with this Law, exercising the necessary care and attention to protect the environment.
(c) Informs the Transmission System Operator of Cyprus and the Cyprus Energy Regulatory Authority (CERA), within a timeframe determined by CERA, of the measures it intends to take to implement the development plan in accordance with the Transmission Control Protocol.

Claims for compensation for land plots affected by the installation and/or routing of the Authority’s Overhead Transmission Lines are submitted directly by the applicants to the Transmission Core Regulated Activity Department, either personally or through their lawyers, or are forwarded to the Transmission Department via the Ministry of Interior.
The Transmission Core Regulated Activity Department will review and/or examine the applicant’s claim after first identifying the relevant impact on their land plots from the Authority’s Transmission network (GEODIAS system). Subsequently, if it is determined that an Authority Overhead Transmission Line indeed affects the applicant’s property, the affected applicants are requested to provide a recent Certificate of Immovable Property Investigation, showing:
a) the owner(s) of the affected plot with acquisition dates,
b) the historical numbering of the plot, and
c) any rights/easements.
Thereafter, the Transmission Core Regulated Activity Department requests an independent approved private appraiser to prepare a valuation report to calculate the compensation payable due to the impact of the Authority’s overhead lines and/or towers on the applicant’s property. Based on this, the Transmission Core Regulated Activity Department will submit a proposal to the affected applicant indicating the amount the Department intends to offer as compensation.

In the case of development, a “land strip” with a width of 20 meters beneath the 66 kV Overhead Transmission Line must be left clear (10 meters from the imaginary centerline of the line on each side) to allow for maintenance or repair works on the line. The legal owner of this land strip remains the owner of the plot that includes the strip, who may use the strip for purposes other than building or construction development. According to the Electricity Law, Cap. 170, the construction of any building or development directly beneath or near Overhead Transmission Lines is prohibited unless written consent is obtained from the contractor (i.e., the person or company authorized to provide electricity, in this case the Electricity Authority of Cyprus). Furthermore, under the Transmission Rules, if a building or construction development is to be erected, it must maintain a minimum horizontal distance of 13 meters from the imaginary centerline of a 66 kV Overhead Transmission Line.

In the case of development, a “land strip” with a width of 34 meters beneath the 220 kV Overhead Transmission Line must be left clear (17 meters from the imaginary centerline of the line on each side) to allow for maintenance or repair works on the line. The legal owner of this land strip remains the owner of the plot that includes the strip, who may use the strip for purposes other than building or construction development. According to the Electricity Law, Cap. 170, the construction of any building or development directly beneath or near Overhead Transmission Lines is prohibited unless written consent is obtained from the contractor (i.e., the person or company authorized to provide electricity, in this case the Electricity Authority of Cyprus). Furthermore, under the Transmission Rules, if a building or construction development is to be erected, it must maintain a minimum horizontal distance of 20 meters from the imaginary centerline of a 220 kV Overhead Transmission Line.

In cases of plot subdivision into parcels over which a 220 kV Overhead Transmission Line passes, a corridor in the form of public green space or roads with a width of 34 meters must be left beneath the path of the line (17 meters from the line’s centerline on each side) to allow for maintenance or repair works on the line. The edges of this corridor may coincide with the boundaries of adjacent plots/parcels.According to the Transmission Rules, any building or construction development must maintain a minimum horizontal distance of 20 meters from the centerline of the 220 kV line on each side.This requirement of the Electricity Authority of Cyprus is based on the provisions of the Electricity Law, Cap. 170, under which the construction of any building or development directly beneath or near Overhead Transmission Lines is prohibited, unless written consent is obtained from the contractor (i.e., the person or company authorized to provide electricity, in this case the Electricity Authority), and such consent will be withdrawn upon the removal of the Overhead Transmission Lines.

In cases of plot subdivision into parcels over which a 132 kV Overhead Transmission Line passes, a corridor in the form of public green space or roads with a width of 25 meters must be left beneath the path of the line (12.5 meters from the line’s centerline on each side) to allow for maintenance or repair works on the line. The edges of this corridor may coincide with the boundaries of adjacent plots/parcels. According to the Transmission Rules, any building or construction development must maintain a minimum horizontal distance of 15.5 meters from the centerline of the 132 kV line on each side. This requirement of the Electricity Authority of Cyprus is based on the provisions of the Electricity Law, Cap. 170, under which the construction of any building or development directly beneath or near Overhead Transmission Lines is prohibited, unless written consent is obtained from the contractor (i.e., the person or company authorized to provide electricity, in this case the Electricity Authority), and such consent will be withdrawn upon the removal of the Overhead Transmission Lines.

According to the Electricity Law, Cap. 170, the construction of any building or development directly beneath or near Overhead Transmission Lines is prohibited, unless written consent is obtained from the contractor (i.e., the person or company authorized to provide electricity, in this case the Electricity Authority of Cyprus).
Furthermore, under the Transmission Rules, if a building or construction development is to be erected, it must maintain a minimum horizontal distance of 15.5 meters from the imaginary centerline of a 132 kV Overhead Transmission Line.

No excavation or ground modification is permitted within a distance of less than 6 meters from the base of an EAC transmission tower, except with the prior written consent of the Electricity Authority of Cyprus.
